The Minneapolis Building and Construction Trades Council together with the St. Paul Building and Construction Trades Council / Metropolitan Airports Commission (MAC) labor –management committee were joint recipients of the Earl Willford award, along with AFSCME Local #9/ City of Minneapolis 3-1-1 labor –management committee.
The Earl Willford Labor-Management Cooperation and Partnership award is named in honor of the late Earl Willford who served for many years as Director of Labor-Management Programs at the Minnesota Bureau of Mediation Services. The award is given for outstanding accomplishments in advancing labor-management partnerships in the Twin Cities area.
The Building Trades/ MAC committee is somewhat unique in that it involves multiple unions and two trades councils working with a single employer. The committee has improved trust and communications at MAC and has created programs to improve safety, pay, work rules and cost controls. It has also addressed the question of post employment health care.
The AFSCME/ City of Minneapolis committee is relatively new, having been established in 2006 at the time the 311 call center was created. The committee helped develop policies and procedures, was involved in the adoption of flexible work practices, and was heavily involved in training for new employees.
TCALMC also honored several joint labor-management committees for their longevity and effectiveness. Those cited include: AFSCME Council 5 and the Minneapolis City Attorney’s Office (5 years service); Operating Engineers #49 and the cities of Brooklyn Center and North Branch (10 years of service each); and Operating Engineers #49 and the cities of Minnetonka and Hopkins (15 years of service each). Operating Engineers #49 and the City of Edina were also cited for the longevity of their committee.
