The rally will start at 4 p.m. outside the Met Council offices at the Mears Park Pavilion, 5th St. and Wacouta Ave., in downtown St. Paul.
In current negotiations, the council is offering no cost-of-living increase for three years, AFSCME said. The union contrasted that offer with the 2 percent increase gained by state employees represented by AFSCME.
The council also wants to cap its health care contributions, shift insurance premium increases to employees, and cut benefits for retirees, the union said.
