Moving to set a mark on the National Labor Relations Board, President Bush on May 16 named board member Peter J. Hurtgen as its temporary chairman and elevated NLRB Solicitor John Higgins to the post of acting General Counsel.
Hurtgen replaces John Truesdale, who will stay on the board "until a new member is nominated," spokeswoman Pat Gilbert said. His term expires in 2003. Hurtgen's term expires this August.
Higgins replaces Leonard R. Page, former general counsel for the United Auto Workers, who held the board's top legal and administrative post for more than a year. President Clinton nominated Page but the GOP-run Senate never confirmed him and Page "was told to leave" by the Bush administration on April 20.
Higgins is also acting, and thus does not need Senate confirmation. Bush has yet to name a permanent NLRB general counsel, who would need Senate approval.
