An unprecedented coalition of 79 organizations, ranging from churches and labor unions to community groups, gathered at the state Capitol Wednesday to urge the Legislature to spend more money on children and working families.

"We have the money," said the Rev. David McCauley, director of the Minnesota Catholic Conference. "We need to invest it where it will make a difference."

Lawmakers are meeting in conference committees this week to hammer out the details of various spending bills, based on targets agreed to last week by legislative leaders and Gov. Ventura.

Members of the Minnesota Expects More! Campaign said the targets fall short of the need. They gave these examples:

More than 3,300 families across the state are on waiting lists for affordable child care.
Only 40 percent of eligible children are able to participate in the Head Start educational program.
Some 6,500 people, many of them children, are in homeless shelters every night.
Hundreds are in danger of having their utilities cut off because they can't pay high energy bills.

"How many homeless children is an acceptable number?" asked Michael Dahl, executive director of the Minnesota Coalition for the Homeless.

Minnesota AFL-CIO President Bernard Brommer said the Legislature is giving too much of the $2.4 billion state budget surplus to people "who already have more than they need."

"We're not quite sure where the state is headed in terms of the basic notion of fairness and justice," he said. "We're going to continue to fight in this state and this country for the idea we are building a community. We've got some responsibilities!"

McCauley, Dahl, Brommer and other members of the Minnesota Expects More! Campaign unveiled a checklist of priorities for legislators to consider as they make their final budget decisions. The list will be used to assess lawmakers' performance in the 2001 session, they said.

It's not too late for legislators to make changes, said Todd Otis, a representative of the Early Care and Education Finance Commission and a former legislator.

"There's still time in this session to reassess these priorities," he said.
