For custodians, cafeteria cooks and bus drivers in more than 20 Minnesota school districts, the school year is ending the same way it began - without a raise and without a new contract.
Service Employees International Union Local 284 plans to attack what it considers stall tactics by district superintendents with a 'rolling rally day of action' June 14, as a busload of protesters roams from district to district urging school officials to settle the contract disputes. Districts likely to be targeted include North St. Paul-Maplewood-Oakdale, Bloomington and Burnsville, all of which have open contracts with at least some of their workers, said Janelle Rau, of Local 284.
The school workers have been punished by many of the same factors that delayed settlement of teachers contracts across the state this year. Those include the state's funding formula for schools, and the rejection last fall of operating levies by voters in many districts, especially in the metro area, said Amy Bodnar, of the SEIU Minnesota State Council.
Most teacher negotiations were further dragged out when the Legislature abolished a Jan. 15 deadline for districts to settle teacher contracts. That had a ripple effect on other school workers, because many districts prefer to settle with teachers first, Bodnar said.
Tight finances in many districts mean school workers are also facing layoffs and only token wage increases, Bodnar said.
Further, she said, many districts don't make 'equitable' wage proposals. 'Usually, there's a percentage the superintendents get, a percentage the teachers get, then a lower percentage that we get. It's always pathetic and always a struggle,' she said, 'and each year gap gets worse and worse.'
