U.S. Senate approves China trade bill

By an 83-15 vote, the U.S. Senate Tuesday approved legislation granting permanent normal trade relations with China.

Only two senators from the upper Midwest — Democrats Paul Wellstone of Minnesota and Russ Feingold of Wisconsin — were among the 15 votes against the measure. Minnesota Senator Rod Grams supported it.

President Clinton, who has lobbied heavily in favor of the bill, is certain to sign it. The measure eliminates an annual review of China’s trade status and gives the country full access to U.S. markets. In a series of amendments, Wellstone and other opponents argued unsuccessfully that normal trade status should be tied to improvements in China’s record on human rights.
